Inner Mongolia Guocheng Comprehensive Resource Utilization Co., Ltd. is located in the Wulate Houqi Industrial Park, Bayan Nur City, with a registered capital of 900 million yuan.
The Sulfur-Titanium-Iron Resource Circular Comprehensive Utilization Project covers 1,017 mu (approximately 678 acres) with a total investment of about 3 billion yuan, completed in June 2023. Currently in the production ramp-up phase, it is expected to reach full capacity in the second half of 2025. Upon full operation, the project will achieve annual production capacities of 200,000 tons of rutile titanium dioxide, 700,000 tons of industrial sulfuric acid, 630,000 tons of iron concentrate, and 640,000 tons of ferrous sulfate heptahydrate, ranking among China's top five in the industry. It is projected to generate 3.5–4 billion yuan in annual sales revenue, contribute 600–700 million yuan in annual taxes and profits, and create over 1,000 jobs, demonstrating significant social and economic benefits.
The project adopts the sulfuric acid process for titanium dioxide production, utilizing sulfur concentrate (a byproduct from Dongshengmiao Mining Co., Ltd., a subsidiary of Guocheng Mining) to produce sulfuric acid and secondary iron concentrate, which are then used alongside titanium concentrate to manufacture titanium dioxide and ferrous sulfate heptahydrate as byproducts. This integrated approach establishes a resource comprehensive recycling model that efficiently consumes large quantities of sulfur concentrate. The project has simultaneously built a full-scale production facility with an annual capacity of 200,000 tons of rutile titanium dioxide, achieving end-to-end production in a single phase.
The company serves as a drafting unit for the national standard Technical Specification for Comprehensive Utilization of Titanium Gypsum, a member of the China Environmental Protection Industry Association, a participant in the Titanium Dioxide Industry Technology Innovation Strategic Alliance, and a vice chairman unit of the Inner Mongolia New Energy Chamber of Commerce.
